Rumors of a fabulous land of freedom create chaos in an over-regulated society where citizens wear paper bags over their heads to resolve disputes among themselves. In this stylish science fiction animation, we are introduced to a tightly organized society reminiscent of George Orwell's 1984. 

The system begins to show cracks when rumors circulate about a free country where the bags are not mandatory. Our hero is a new council member who falls in love with a free-spirited girl and becomes embroiled in a web of incidents, which opens his eyes to a new reality.
